Williams, who has filed an application with an Orange County advisory committee that is contemplating how to spend revenue from a tourist-tax collections, said that there are four major steps to lure baseball to Orlando.

One is a marketplace and how Orlando is the perfect spot since it is a Top 20 marketplace with nearly 100 million people visiting every year. The second is a stadium that they are hoping to build, which is estimated to cost around $1.75 billion to build.

The third is good front office staff and the fourth is a wealthy owner.

It's a long process ahead but one that has been in the works for four years already and that will take a lot of support and all hands on deck in the community, he said at the press conference.

"That’s why we are so bullish on this. First, we have to get the community believing in it and secondly, we have to get the elected officials believing in it and thirdly we have to get Major League Baseball believing in it. So we have a lot of selling to do," said Williams.

The area where to proposed stadium would be 35.5-acre parcel owned by Orange County on International Drive between State Road 528 and Aquatica Water Park.

Williams and his team are hoping to make the Dreamers a reality, but the first big step comes on Friday when they meet and present with Orange County officials with the plan.

Williams first explored bringing an MLB team to the Orlando area in 2019 when he proposed a name for the team — the Dreamers — and unveiled a red baseball cap with a black “O” as the logo.

The Dreamers have put in an application for the Tourist Development Tax (TDT) funds and are asking Orange County to issue a $975 million 30-year municipal bond, with the balance to be financed by the team and its affiliates.

The plan also stated that no additional government funding for stadium operations or capital expenditures would be required from Orange County after the initial investment.

Williams said the tourist tax collections have rebounded after the COVID pandemic.
