Dale Ferson and his wife have the only house on 106th Place Road, next to the Ace Hardware, off U.S. 441 in Belleview.

Ferson says retention ponds, overflowing from rainwater, are causing major flooding issues on 106th Place Road.

“We’ve been here 28 years and retention ponds should be dredged and maintained, shouldn’t have all these trees and the roots and everything, but it has never been maintained, for at least 26 years now,” Ferson said.

The Belleview Public Works Director Bob Titterington told Spectrum News 13 the retention ponds along 106th Place Road are privately owned, constructed before water management permits were required.

Titterington isn’t aware of any maintenance requirements for the ponds, on top of that, he says those ponds appear to be working.

But Ferson showed a steep drop off from a nearby business’s parking lot to one of the retention ponds.

“No maintenance on the retention pond that has been here forever,” Ferson said.

Those retention ponds not only flood the road, but his property as well.

Titterington says he will be happy to work with Ferson to figure out what permits are needed to fix the flooding. From his standpoint, the issue is a private matter that needs to be resolved by the property owners, not the government.
