The County Council first voted in February to move forward to explore a test area allowing dogs on the shoreline.

The Council then put the next steps on hold in March until it could get more information on environmental concerns.

The 18-month pilot program will start on Nov. 1, and will allow dogs in that specific area from sunrise to sunset.
