The report details more than 900 pieces of evidence recovered from the scene and the victims, including bullets and gun cartridge cases.
But the agency says there's no evidence that can conclusively say whether the victims were killed by the Pulse shooter's weapons or by responding law enforcement.
Orange County Sheriff John Mina, who was Orlando's police chief at the time of the attack, said in a tweet that the State Attorney's Office cleared all law enforcement officers.
The June 2016 shooting at the packed nightclub left 49 people dead and another 53 injured. At the time, it was the worst mass shooting in modern U.S. history.
Last month, the State Attorneys Office said a review determined that bullets fired by officers only hit the shooter.
