The July 14 "Officer Safety/Situational Awareness" bulletin makes it clear that at the very least, Orlando Police and the Orange County Sheriff's Office were aware of Miller.
It's not known yet whether this report was made available in Osceola County.
The report says Miller had made some concerning posts on social media, including a Facebook Live video. In it, he allegedly said he would shoot any officers who came at him with a gun.
He is then allegedly seen with a gun in the video, and the report says he stated: "No cop is going to get Glen [sic] Miller today... kill whitey..."
The bulletin says there were no additional details as to the context of the video.
Miller, whose last known address was in Orlando, was a 20-year veteran of the U.S. Marine Corps. He last served at U.S. Special Operations Command at MacDill Air Force Base in Tampa and reached the rank of master sergeant.
The report says he had a concealed weapons permit and access to different types of firearms.
The report specified at the end that caution should be used when approaching Miller.
