KISSIMMEE, Fla. — Spectrum News 13 is learning new details about why the man accused of killing two Kissimmee police officers was moved from the Osceola County Jail.

Jail logs show he was allegedly planning to harm workers when he got the chance.

Everett Miller was initially arrested and placed at the Osceola County Jail in August 2017. Now he has been transferred to the Orange County Jail and is under investigation once more but for something different.

Police believe Everett Miller shot and killed Officer Matthew Baxter and Sergeant Sam Howard during a traffic stop in 2017.

But Miller's file at the Osceola County Jail shows that earlier April, he "was planning on harming staff when the chance arose.”

According to the document Miller refused verbal orders resulting in force being used so that he would comply.

A spokesperson for the Osceola County Jail could not get into specifics about the actual incident, but told Spectrum News he was moved from Osceola to the Orange County Jail on a "courtesy hold" as part of this internal investigation.

According to Miller's disciplinary history in March, he questioned a medical officer, became argumentative and said that he was being treated like a "zoo animal." Miller said he needed the names of anyone making a decision about him.

In January, he allegedly made a threat toward a jail employee during a phone conversation with his brother.

Records show he said, "Strangle that (expletive). I don’t give a (expletive) about them. Yes, I am talking about you, Ms. Mendoza. I know the phone is recorded."

Mendoza is Miller's mental health counselor at the Osceola County Jail.

Miller was given 20 days of disciplinary confinement because of the January incident. Meaning no visits, no phone calls and no commissary.

The length of time that he will remain in Orange County Jail is yet to be determined. We reached out to both of Miller's attorneys for comment, and we are waiting to hear back from them.
