A Christmas man who has had a revoked driver's license for more than a decade has been charged in the hit-and-run crash that killed a moped driver earlier this month, troopers said.

Thomas Luke Norris, 35, was arrested Thursday in connection with the death of Lazaro Adorno-Morales on April 19.

The Florida Highway Patrol said Norris was driving a stolen 2014 Lincoln Navigator on State Road 50 in east Orange County when it crashed into the back of a moped driven by Adorno-Morales, 20, of Orlando.

Less than a day later, a Navigator that had been set on fire was found not far from the crash scene.

Norris has had a revoked driver’s license since September 2004, according to FHP.

“We hope that his driving record and the fact he should have never been behind the wheel is taken into consideration," said Sgt. Kim Montes with Florida Highway Patrol. "And when and if he’s convicted in the courtroom so that he does not ever get behind the wheel again.”

Tips from the public helped identify Norris as the driver of the Navigator that struck the moped, they said.

“He needs to pay. That’s all we want is justice. It’s not fair he was driving around in a stolen vehicle and with no driver’s license,” said Morales’ sister Yahaira Adorno who was attending her brother’s funeral Friday night.

Norris was booked into the Orange County Jail on a $10,000 bond.

If convicted he faces up to 30 years in prison.
