An audit into how the Orange County’s property appraiser has been spending money is now complete, and Rick Singh says it shows he did nothing illegal or questionable.

In 2015, Orange County Mayor Teresa Jacobs and other county leaders, including County Commissioner Scott Boyd, raised questions about  Orange County Property Appraiser  Rick Singh’s spending following numerous media reports.  The Orange County comptroller eventually initiated an audit looking at the property appraiser’s expenses through the use of procurement cards.  The cards are similar to credit cards, used to make work expenses.

On Tuesday, Singh released a draft of the results of the audit.  The comptroller concluded Singh’s office hasn’t done anything that violates state or federal law, or his office’s own policies and procedures.

Singh now says Mayor Jacobs and each county commissioner should face the same audit he did.

“Treating all elected officials evenly will assure the public that the use of these audits are professional, opposed to being political,” said Singh.

When News 13 asked Mayor Jacobs and Commissioner Boyd for comment after their regular board of county commissioners meeting Tuesday afternoon, both said they hadn’t had a chance to look at the results of Singh’s audit.

As for Singh’s request for other county leaders to be audited, Mayor Jacobs says the county commission already is closely watched through regular audits.  And Jacob’s says the commission’s expenditures are actually made through the comptroller’s office.

“All of our expenses are paid by the comptroller.  The comptroller has real-time oversight over all of those bills,” said Orange County Mayor Teresa Jacobs.

The Orange County Comptroller did make several recommendations to Singh’s office, including a recommendation to implement more specific guidelines on what is acceptable for expenditures.
