The owner of the Hammock Beach Resort wants to tear down the old lodge and replace it with a two-building hotel and conference center. It's a plan is something that has some cheering to potential tourism impact in Flagler County and others fighting to keep develops at bay.

Both sides will have their say Monday night at a special meeting of the Flagler County Board of County Commissioners. The meeting is scheduled to begin at 5:30 p.m.

Carl Laundrie, a Flagler County spokesman, said the meeting is expected to draw a large crowd.

"We know that there's a lot of interest," Laundrie said. "It could be 300, it could be 500 people."

Too many people attending the meeting could actually be a problem.

The Flagler County Commission's chambers seats 132 people. Opening up a back section behind a sliding wall adds 50 seats.

Plans call for putting about 30 people in a second-floor overflow room where they can watch the proceedings on a giant monitor or simply look through the glass windows.

If additional space is needed, two rooms on the third floor of the county's Government Services Building will be opened up, which can accommodate an additional 150 people.

The Emergency Operations Center, which is just down the road from where the meeting is scheduled to take place, can be opened up for providing an additional 300 seats.

That could create a logistical nightmare, though: Public comments will be accepted, but speakers are limited to three minutes.

If 500 people show up to the meeting and all want to speak, that would lead to 2.5 hours of public comment.

If groups are spread out over two separate buildings, county officials will have to move people in and out to be able to get to the microphone. That, too, will take time.

There will also be presentations by developers and county planners.

"If you're with a group, appoint a couple of speakers to get the salient points that you want to get across," Laundrie said. "We're willing ... ready, willing and able to listen to everybody who has an opinion on this."
