A man was arrested for panhandling Wednesday afternoon in Seminole County, according to a police report.

Richard Thomas Scarbrough, 46, was charged with obstructing/hindering traffic after an Altamonte Springs police officer spotted him taking money on the eastbound off-ramp from I-4 and State Road 436.

According to a report, the officer watched Scarbrough step into the roadway and collect money from a white pickup truck.

While the man was collecting money, the traffic light changed, but cars were forced to wait as the man took money.

Scarbrough told police he ran because he didn't want to go to jail.

"He stated he knew it was against the law but needed money," a report states.

Scarbrough was arrested and taken to the John E. Polk Correctional Facility, where he remained Thursday afternoon on $250 bond.
