A Volusia County couple remains behind bars after their child was found wandering at a mobile home park.

Around 5 p.m. Sunday, police responded to 1065 S. Volusia Ave. in reference to a found child.

Police said the 2-year-old boy was located wearing only a diaper and covered in feces. He appeared to be in good health and had marker lines on his arms and legs.

After a 15-minute search, police said they were approached by the child's father, 23-year-old Joseph Rupp. He was then escorted back to his residents where 26-year-old Nikki Hinkle, the child's mother, was also contacted.

Police said they discovered narcotics in plain view on the coffee table and within potential reach of the child.

It was determined both parents were "asleep" when the toddler left the home.

Rupp and Hinkle were arrested for child neglect, possession of cannabis under 20 grams and possession of drug paraphernalia. They were booked into the Volusia County Branch Jail without bond.

The child was turned over to his maternal grandmother in Deltona.
