U.S. House District 5 includes concentrations of minority voters in eight different counties — from Orlando to Jacksonville. It was designed to allow a minority candidate to be elected to Congress.

The district includes sections of Orange, Seminole and Lake counties.

Incumbent Corrine Brown, a Democrat, has represented the district for more than 20 years, and two Republican women who want to unseat her say it's time for a change.

"(Corrine Brown) feels like she doesn't have to do anything because of her name recognition," challenger Thuy Lowe says. "That she's going to win over and over again."

Glo Smith says Brown is never "out talking to the people that put her in office," adding: "Let along the Democrats that put her in, but she completely ignores the Republicans."

If current redistricting plans move forward, parts of the current district — including most of Sanford — will be moved to another district. But both Republican challengers were recently campaigning in Sanford.

Smith, a Jacksonville-based business owner, says she wants to give voters an alternative to Brown.

"Whenever there is a high-profile case, (Brown) wants to be on the TV and out front — especially if it's racially inclined," Smith says. "The problem with that every day in our district, we have black-on-black crime. We have other people being killed and murdered. Where is the outrage? Where is my congresswoman saying, ‘I’m so upset by this.'?"

Lowe moved to Central Florida from Vietnam when she was a young girl. She says she remembered coming to America — land of the opportunity.

"That's why my parents left Vietnam to look for freedom and opportunities," Lowe says. "We live in America, and I believe the American dream is diminishing."

Lowe, who started her own medical transport company, says she wants to cut government waste in Washington, D.C.

"To cut some of the expenses and expenditures," Lowe says. "And I want to bring jobs and opportunities back to the district."

Whichever candidate wins the Republican primary will face a tough challenge in November against Democrat and longtime congresswoman, Corrine Brown.
