A toddler is safe after a good Samaritan stopped him from wandering onto a busy Volusia County highway.

Brian Foster called 911 just after 9:30 Tuesday morning after he found the 2-year-old wandering on the sidewalk near the intersection of U.S. 1 and East Yelkca Terrace in Edgewater.

Caller: "There's a little boy in his diapers walking out here on US1 here in Edgewater. Afraid he's gonna get run over."

Caller: "I got him off the road now and he went back up to the room. I beat on the door and... no parents or nobody's coming out."

About 20 minutes later police arrived. The 2-year-old's mother, Brianna Cable, came outside. Investigators said she appeared to be impaired.

Inside the apartment, police said they found no food, but there were liquor bottles. There were also other people in the room, passed out. There was also a strong smell of feces.

The toddler was placed in his aunt's custody and his 27-year-old mother, Brianna Cable, is in jail on child neglect charges.
