A ceremony took place to dedicate a new veterans memorial outside the new Orlando VA Medical Center Monday.
However, the hospital is still nearly a year away from opening.
The hospital was originally supposed to open in 2012, but the opening has been delayed several times.
It's now been delayed until September 2014, but the VA said they plan to open it in phases.
They said the reason for the delay is in part because of contract issues.
