The race for the White House is well underway. Likely presidential candidate and former Florida Gov. Jeb Bush is expected to formally announce his candidacy soon.

And while the speculation swirls about what the Republican primary ballot will look like, critics are already lining up.

American Bridge 21st Century is a left-leaning political action committee. It's drawing attention to Bush’s time in office, during which he used a private email account. Bush later released some, but not all, of the messages on the server. On its website, the PAC claimed:

    "(Jeb) Bush, not the State of Florida, decided which private emails to disclose – apparently nothing would have stopped the Bush team from selectively leaving out politically problematic emails."

PolitiFact Florida rated the claim rates MOSTLY TRUE. Reporter Joshua Gillin said it’s all in the details.

"He has said that anecdotally in the past, he got something like 2.5 million emails through that private server when he was governor,” Gillin said. “And he turned over much fewer than that. About a quarter of the ones on this new website jebbushemails.com is from that account.”

There’s one thing the PAC leaves out, though. Nothing in Florida law keeps Bush from self-editing.

The Sunshine Law states an official has to turn in records at the end of his or her term in office. But the same law also allows officials to determine which emails go into public record passed on whether they pertain to state business.

The claim on American Bridge 21st Century’s website is accurate but needs some additional clarification. Because of that, PolitiFact Florida rated it MOSTLY TRUE.
