Family members of 9-year-old Felecia Nicole Williams are mourning tonight.  Temple Terrace Police confirmed Sunday afternoon that the body found near the Courtney Campbell Causeway on Saturday was Williams.

The case is now a homicide investigation.  Police say they are working with "numerous" agencies in the scope of this investigation.

Temple Terrace Police Chief Kenneth Albano would not release the cause of death but said the department is looking at all possible leads.

We did learn that officers went door to door at the Doral Oaks Apartments showing the photo of a man.  Chief Albano says that was premature.

Family members are reacting to the news of her death.  Sunday evening, Felecia's mother laid flowers near the water where the girl's body was found.

Felecia's sister Shakelia Givens says she just doesn't understand why.

"What gives you the right to take a life from a human being that really doesn't belong to you? What -- I don't undersand," said Givens.  "What did she do so bad to make you, to make you kill her? That's what I don't understand."

The reaction was similar from Felecia's godsister.

"When I found that out I knew it was a homicide. I knew because I know she did not get over there by walking I knew it was serious when they said something about her body being found in Clearwater," said Sasha Hall.

Eboni Wiley, who alleged she is the child's godmother, was arrested last night and charged with giving false information to law enforcement during an investigation. Wiley, 23, has since been released.

During an update Saturday night, Temple Terrace Police public information officer Michael Dunn said Wiley picked up the girl from her Tampa home Friday afternoon and took her to her Doral Oaks apartment on Tanglewood Place. After Wiley took a shower at the apartment, she discovered Williams was missing, and called police.

The Florida Department of Law Enforcement issued a missing child alert for the girl.  Police won't say what Wiley lied about, but they do say it was that misinformation that kept from from issuing an Amber Alert.

"There are criteria for an amber alter and that criteria has to be met before it can be issued.  And what we had, what was available to us, the information that was available to us did not rise at that point to that level," said Chief Albano.

Felecia's family and law enforcement went door-to-door Saturday looking for the child. They canvassed the area around the neighborhood, searched by air, searched a golf course and the nearby Hillsborough River.

The girl's older sister says it didn't make sense.

"She would never, never, never leave, never never wander off. She didn't have a reason to. She goes to friends' houses, but that's about it. She comes back. She would never leave someplace that's not familiar," said Givens.

“I spent yesterday evening with the family I went out there and I made a promise to that family and that mother that we’re going to do everything we can and leave no stone unturned so we can bring the person to justice who did this to her daughter,” said Chief Albano.
